How to:
Alt+tab out of game
CTRL+ALT+DEL
select TASK MANAGER
find SR4.exe
Right click it and find PRIORITY
select PRIORITY and choose HIGH
Return to game
found this trick out by accident and it worked like a charm for me
i would NOT advise going above HIGH as it will cause audio issues and may even crash the game/computer as it tries to assign ridiculous ammounts of resources that the game sengine cannot use
other tips are:
ending not critical processes IE anything that is NOT a windows windows process
restart your rig if its been running for a few hours to free up any locked resources
play in borderless wndowed mode(most people should know this one!)
At the moment I can only put it down to maybe gpu drivers, but I do not want to roll them back as they have fixes for newer games in the newer drivers.
Tried verifying files.
Changed install drive to c: (it was on a another drive)
Regardless of detail levels and resolution still about 10-20fps. (all options off, all on etc)
Tried running as admin.
Tried compatability modes.
On latest Nvidia drivers.
Tried switching from surround sound to stereo. (I know some games have had this issue).
Tried setting steam to offline.
Gone into start up and disabled as much as I can (leaving graphic drivers, sound programs etc)
Tried cpu infinity as well as disabling some cores.
In game cpu usage is 22% gpu is 40% (on max details)
Tried full screen, windows and borderless. No difference.
Still bad fps both in menu and in game, even intro is jerky.
Ryzen 3600
Nvidia 1070ti Amp edition.
16gb 3200Mb ram
Various drives.
I will try rolling back drivers if nothing else gets suggested but hoping someone may have a suggestion.

Just turned down the detail levels, still getting low fps. gpu usage is 2%.
Tried a full strip out and reinstall of the latest drivers. Still the same.
I can only assume it is a driver issue, but again I do not want to put older drivers on.
*FIX*
1.) Right click the game->Manage->Browse local files.
2.) Delete both the SaintsRowIV.exe and the sr_hv.exe applications.
3.) That's literally it, Now press Play in your steam library.
I have absolutely no idea why this works, but it does. When it loads, it just automatically creates new .exes for both the application files. If I had to assume, something screws up when trying to process through the Epic bootstrapper, which permanently breaks the game. I know this is a dead horse but Epic is absolute puke and Deep Silver have really turned into a bunch of lazy talentless bastards. Hope this helps, my gamers. ♥♥♥♥ you both, Epic and Deep devs.
Update: So I did absolutely nothing but turned my computer off before going to bed and it's doing it again. I booted it literally 10 times to confirm it would work before I went to bed. I can't understand why western gaming companies have the gall to release such steaming piles of garbage. How do you look at yourself in the mirror and call yourself a dev when you can't even code a rerelease properly. I give up, back to playing games that run when you boot them lol.
