EQResource has a server status tracker[eqresource.com] that is fairly good and usually has the reason listed though in un-planned downtime like today's they might have the last planned downtime's message there. There are links to the appropriate daybreak forums for downtime / updates though.
You can also use the advanced tools in the Everquest patcher to get a list of server status's though there isn't any supplemental info as to WHY they're down if they are or when they'll likely be back up.
Official Everquest Forums[forums.everquest.com] should have the most up-to-date info on any downtime. However, with emergency downtime like today, there usually isn't much if any info anywhere before the servers come back up if even then.
