My game was rarely running over 30 fps and in the city it was worse. I experimented with lots of different settings but none of them had very much effect. So then I turned Raytracing off and set everything to Ultra. No DLSS or Fidelity FX. That fixed almost all my performance issues. I still have brief slow down occasionally but its like lots of other games and fairly rare. Vast majority of time the game stays between 30-60 fps no matter where I'm at. Which is strange since everyone including Capcom says it's CPU usage. In my opinion Raytracing is just broken and shouldn't have been an option. Also with raytracing, DLSS, and Fidelity FX turned off the game doesn't look like mud.

Using manual settings instead of dlss/fsr helped alot for me. Ray tracing hardly effected the dips for me just affected the peak framerate which this game is extremely unstable above 60 if you can even achieve that.
