I have filled out all of the possible skills and still have skillpoints to spare, will the tech tree expand in the future?

Just got recommended this, but even tho the store says there is a demo, I cant find it.

3 times now I have had runs ended because they forced awful artifacts on me. All three times the events forced me to take a terrible artifact that ruined me. The first 2 times it was this awful skull artifact that halfed my health for a 50% damage boost. At no point would I take 50% damage boost for losing half my health.
