Legendary Edition missing DLC's?

So the Legendary edition does not include 4 dlcs;
Rust and Fast Pack
Unstoppables Pack
Speed Kings Pack
Just a Scratch Pack
Why? And is it worth buying them?

Yeah I was wondering myself why these few are missing... also the free DLC must be added manually. But I won't buy these, just a few more cars you don't really need in my opinion. *edit* Will get a refund because the game wants to install 'easy anti cheat'. I don't play online and I don't want this crap on my PC. Keep in mind if you want to buy.

They were pre-order bonuses. Be glad they're giving everyone their chances to obtain them with a small price and not making them as unobtainable exclusives.
