its not the rain. the village is incredibly cpu bound and is very poorly optimised.
when you unpause everything loads back in. so for some reason this drop in fps has to do with the way things are loaded in.
Hopefully they will fix it when the upcoming DLC is out.
This also happens on consoles.
If you want to hate your life even more, try using a scope. The scope system is done so poorly in this game, it will also tank the frames.
The game definitely needs lots of optimizations. This is just unacceptable.
The problem is, at least on my end. I see the GPU usage going from the typical 99% to 60%
But my CPU usage goes to 80 to 90%. And i know my CPU isn't bottlenecking my GPU, because other games i always see the GPU run at 95 to 99%.
After the village part the GPU is back to 99% and fps is capped to 120 fps again. Chapter 5 is the only part in the game where my fps is being cut in half...
Even with it off. It still cuts performance in half.
