Probably true but also a wee bit misleading as most of those would be enabled by adding just a few DLCs (Sword of Islam, Charlemagne, Horse Lords, and the India one) while there are some few that require different, specific ones.
But Charlemagne and Conclave lock theirs behind their own DLC. Anyone can hire Mercenaries or conquer England and Saxony, even in vanilla, but the ding won't pop without them.
And then of course there are the one that do hard require their DLC, such as most of the ones involved with The Republic.
