The order is not good, so I can't match symbol ...

I reseted the level and ... accidently discovered what I was missing :D

The level is not broken, I was just missing something :p

I had the same issue. Didn't realize the outer ring could spin. Sat there going "This will clearly never be capable of matching. What am I missing?!" for about 5 minutes.
