Report a translation problem
Go to the local files for the game and delete the file called systemdetection.dll
Everything works fine after that!
Just remember to not validate the game's files after deleting systemdetection.dll, because then it will reacquire that file again.
Did what you said still stuttering any more ideas ?
Just checked another Steam discussion thread on the same problem and Ubisoft Support actually answered there, saying that another fix that should work is to disable any video capturing software running at the time. Do you have any software like that that is open when you try to play the game? Try disabling it or closing it.

Had this issue as well and got around it with the solution provided in that post.
It may not be possible to release a fix due to there being no active production team currently. However, we are aware of this issue and we'll make sure to provide the solution if a player contact us.
