This is on the GOG version in case it matters. On the first level, let's call "South" the direction that is closest to the edge of the city so you spawn looking "North." Towards what I assume is the end of the mission, a drone spawns to the "East" that can't reach you and you can't reach it. some shots animate like they can hit it but they don't. Since all the other levels are locked and I can't complete the first level due to a bug, I effectively can't progress in the game at all....
