menu malfunction

Placid Plastic Duck Sim menu is showing the same problem as in Ultimate Epic Battle Simulator. When the menu appears, the hot selection jumps up to the top and stays there. Hovering the mouse over a menu item brings the hot spot back to that item but it immediately rides up to the top again. This is two games in Steam with the same menu malfunction. Do I have to reinstall Steam? Is there some library error related to Windows 11? What is going on? Thanks for your help.

I would suggest reinstalling steam if it has become a reoccuring issue for 2 games. I hope it gets fixed up as it works normally on my and others' ends so far (if more cases pop up or it persists it might be something else, fingers crossed it doesn't)
