There are times where Dogs will constantly go back and forth with their sliding, nonstop. There are times where Dogs will... be frozen sliding, where they will stay in place and do nothing. There are times where Dogs will not respond to your voice when attempting to call them, even when near their radius, as if they can't hear you and you attempt to grab their attention. There are times where Dogs will go berserk even when mic is muted and crouching. There are other rarer occurrences, but yeah, no, Dogs are a rather finicky enemy that exists in the game.
I can believe that the Dog situation is your fault, as I have seen that as well... but I can also believe that the Dog situation isn't your fault. Pretty much every single entity in the game is finicky, and doesn't follow it's AI protocols properly at times. It's just that, since Dogs are a very common entity, perhaps the most common entity you will find in the entire game, due to them being part of every exterior and even in maps less dominate of them (Vow/March), they still have a chance of presence in those locations... yeah, it's not a wonder why so many often seen how buggy these buggers are.
