steam workshop has more security and checks all mods uploaded on workshop and gaben (aka gayban) is not dumb he has put in tons of security

At this rate, we can consider ourselves lucky if the game gets finished at all.
He would have to spend time developing a robust and flexible modding API to achieve what modders have already achieved pretty much since launch.

You can use, and like, Steam without using the Workshop.
