Do you mean that you fail to complete the chase in time (= the suspect escapes)?
One way is to lower the game's speed, e.g. by using the Cheat Engine's “speedhack” (without using other cheats).
This allows you to better calculate the ideal path (cutting the corners, choosing to pass on the right or left of people who stand in your way, preparing to jump, where it applies, by faster spotting and clicking the "dot in a circle", etc.).
It can save you the missing seconds.
And when it's done, set back the normal speed.
I have to admit that I was also a bit puzzled by this part, as the rest of the game was “casual” (even though someone had been murdered, LOL), like the “walking simulations” that I also enjoy, and quiet but story-rich games (like Eastshade, which I recommend if you haven't heard of it yet, except it also uses the "WASD + mouse" method).
So I hope you'll be able to finish the game.
