Is there a way to lay Sea mines?
I cant find anything on DD/CA to make that order to lay Sea mines?

No. That is a feature I didn't include because so many were laid, so many were removed. It would just be a ton of micromanagement for both sides.

What about in upcoming Total Victory like limited amounts ie 20 for the entire war.?
