Questions regarding achievements with DLCs characters

Hi,
I have beaten the game in normal mode with Plumeria in Hell Lv2 (selected hard mode in all levels but haven't done EX stage) and I didn't got "Descent to Hell" and "Fated Encounter" (and I already got "Gatekeeper") achievements.
I didn't 1CCed the game.
Are those achievements only obtainable with base roster, because in the case of "Fated Encounter" why are there Plumeria & co on the artwork ?
Same question with score involved achievements (Hundred Millionaire, etc).

A small update, I managed to get Descent To Hell by playing Rosa in Normal mode.
And got Fated Encounter once I defeated Jitterbug with Ranun.
I don't know what happened the first time but it worked now.
Still need to know about Hundred Millionaire, etc.
