It's much more complicated and time consuming to create a fully new location with possible new assets what it needs etc. Much easier to use existing assets of a location already in the game and make more stages to those.
In future next year 2025 rally calender goes to Canary Isles, Spain (asphalt), Paraguay (gravel), Saudi-Arabia (gravel) so we are getting new paid dlc locations. In 2026 maybe USA Rally Tennessee (Chattanooga). They have plans to go back to China, Ireland etc.
And as mentioned above some locations are getting a new stage (paid dlc), Monte Carlo new stage, Portugal Fafe stage, Sweden Umeå stage, and new stage for Greece.
