Second cook off challenge not happening after reaching level 3 sushi chef. Have tried working a couple more times and also eating but did not trigger the quest, is there some other requirement to trigger the second challenge?

This is my first time through the game and I may have messed up. I had a companion (the healer kid) and we got about halfway to the second boss before he left my group for a different one. Now I'm a party of one. I'd like to get a party together but can't find people willing to join up with me.
