Missing the Controls.ini file in users/name/appdata/roaming/manaCompiler/controls/controls.ini

So... I created a Controls folder with no .ini file
Set the program to run as administrator
Uninstalled the program, reinstalled it, verified the files, browsed the files, restarted the new install, and still received the same error message.

Do I have to make that file in the settings menu? Is the Steam file corrupted?
