The enemy design in the DLC in general is pretty obnoxious. Focus on avoiding damage so you can spend meter on finishers instead of healing and make sure you're using all your gadgets.

I can't give more specific advice since I only just bought it on PC and haven't touched the DLC since I played it on PS4 some years ago. Things aren't fresh in my mind again yet.

Turf wars is probably the toughest the game gets. I feel like silver lining gets toned down a bit. with the exception of some of the bases in silver lining being a huge ♥♥♥♥♥. Now I don't think it's such a steep difficulty hike that it should be that much of a pain on normal but regardless no, it's not just you, turf wars has some pesky enemy formations it throws at you.
