Control, reduce or even eliminate random encounters/virus battles?

Is this something that can be modded? How would one go about doing so?

I'm aware there is "SneakRun", maybe this can be modded to be indefinite?

Cheat Engine, otherwise, grind for SneakRun, also certain titles you can get SneakRun as a program
