MMBN2, Can't find Quickman V2

I've been following the guide on Gamespot (I hate missing things in RPGs), I'm at scenario 7 after the plane and I'm in Koto where Quickman V2 is supposed to be, but I can't find him. He's apparently supposed to be near the GospCode sec cube, but I can't encounter him.
Did I miss something?

If you mean you are in the Condo, you may need to jack-in on each floor to find the missing Elbit Programs. If you mean the Koto Area, he should be at the dead end (don't remember if an ice can block it).
