recycled assets are used as placeholders in development all the time, were just looking so early into the games history we notice it
a REALLY good example is on some maps in HD2 where you can see skeletons of dead bugs, which were never added to the game but were previously in the first game, and used as placeholders for other props, only for the devs to go "nah lets leave it as is"
now as for the "is it recycled" uhh yeah, the combat is, thats kinda the WHOLE selling point, its a sequel to titans, and they have explicitly stated that theyre intending to keep the legacy of the series going through this game, meaning YES there will be heavy recycling of certain mechanics and possibly units, if you dont like this go ask steam for a refund, if you dont know how to do that, try looking it up, if you dont know how to do THAT, id be a little annoyed but not surprised in the slightest
