As for the JRPG level up style, it can also work. Think of games like Warcraft 3 or Dawn of War 3 where you have Hero units. I can see a Japanese RTS taking some of those aspects and adding a JRPG spin to em.
It would help if you'd name any. On top of my head, I can only name Blue Blaster, which doesn't even have base building (if I recall correctly) and it's pretty damn obscure.
Well that and GrimGrimoire, that's a whole different beast in it's own right.

I played Growlanser Generations on PS2, they're more like RTS with Active pause or actions take segment of time to do before another can be set or reset.
Was going to write that: there problem is that rts and strategic-tactics games from japan are rarely "officially" translated or sold outside japan (but maybe there are some classic ones with fan made translations, in abandon-ware sites).
specifically rts, maybe is smaller than "tactics" games (maybe as big or not to 4k, or "grand strategy" types), because the rts as genre needs a big title for "mainstream revival" (ive seen there are a few new western "warcraft-like" coming soon, which may not be "aaa big", but if good enough maybe it coule eventually lead to bigger games).
is a smaller market than jrpg, and even most jrpgs never reach "the west", which is pretty bad imo, because many jrpg (anime aesthetics or not) are usually better or at least more original than most western rpgs, which follow a more "realistic approach".
would like to play sometime a "warcraft-like" rts game but with anime style characters, maybe even with an "isekai" storyline. Could be interesting, since actual jrpgs that try to play with the "isekai" theme are also few, and often not as interesting or crazy as some animated series.
for that to happen, probably a collab between western anti-woke devs, and traditional japanese game devs would need to happen, considering how many japanese companies have been recently become involved in dei pushing and politics, and how the united nations is beginning to push migrants that dont appreciate the culture and or language, into the country. crazy things are happening in japan (specially now with the "visa vs anime and manga" drama going on).
One spell card per character just isn't interesting enough, especially given how many spell cards they DO have in the main series as well as the spin-offs.
I guess to be more specific, i'm talking about anime-themed RTS games made in Japan.
Mecha-anime would lend itself well for RTS games. There's a Gundam mod for Homeworld 2. Code Geass would also do great as either an RTS or RTT.
Actually, Metal Fatigue would work MUCH BETTER as basis for any RTS mech game.
