The basic way the AI determines its fleet sizes is usually as a fractional factor of its total ships. So if it has 125 ships available for fleets it wants about 125^0.33 = 5 fleets, so 125 ships / 5 fleets = 25 ships/fleet. It's not until the AIs have around 1,000 or more ships do you see fleets of over 100 ships. Each AI is a little bit different in this regard and there are other modifiers, but this is the basic calculation.
