When I quit game still running
Launches ok but when I quit the game does not shut down
It is still running in the background
Only way to stop it is to shut Steam down...
And if I do that it hangs for a few minutes as it tries to shut SEV down
For me it makes it unplayable

Any advice?

you can use task manage to kill the process instead of shutting down steam entirely.

Equivalently, Alt-F4 is faster than Esc, slow mouse drag, Quit Game.

I can quit the game fine in the normal way
But the game continues running in the background
Steam is unable to shut it down for some reason

Kill it in the Task Manager. Steam never shuts games down properly when you hit the STOP button.
