I also can't find any relevant information. However I tend to believe that they behave like the counterparts for subsidiaries, since they cost you some money and you could build a number of them around the stations.

I think some of it is just cosmetic, but I've seen people comment that things like bicycle parking facilities give a little boost to the number of passengers at the station. I don't know how they came to this conclusion, though.
