Send an email to Eversim and ask them to re-activate the game for you. It happened to me in the past and they activated the game for me within a few days.

reported this to steam and reported them to the consumer agency of belgium and europe.
this is anticonsumer behavior. i strongly doubt this is legal and even allowed by steam policy

I ended up purchasing the newest version but now I have a new PC and same issue

yes i had to email them for them to unblock my game, you can email them but also report it to steam, report the game through the steamstore and press the flag.
this is so anticonsumer behavior
