How to expand border in campaign?

How do I expand the white dotted boarders in the campaign?

At the point in the campaign where I need to build a clay mine but the only source is outside my barony boarder. But I get a red problem message saying its located outside by barony boundary.

hallo,I had the same problem.I try to put on the cave nearest border a builder s house and after you are able to expand and build the cave...but I think you must do the same with the place for accept products.With so less workers unemployed,nobody in fact,is quite difficult.A little sudoku.Hoping you will be able to find a solution,regards.
