I think there's a mod that does something along these lines but it'd be great to get more of it in the base game.
I think that would be something along 15+ forms times 9 cultures. A bit much, dont you think?
Now, that doesn't mean there shouldn't be more cultures or subcultures. There are plenty of threads suggesting new ones, or how to add subcultures to some of the old monoliths like Barbarian and Feudal. But that has nothing to do with whether the individuals are elves, cats or toads, and rightly so. Elves have had multiple cultures with different architectures and unit lineups since AOW1.
Also, it's a lot of development work, so it's unlikely to happen except in an expansion. And the devs aren't ready to release more information on the next expansion yet.
Race specific aesthetics atop of culture specific aesthetics would be a ridiculous amount of permutations for something that basically offers minimal to negative gameplay value. Half the point of aesthetics from a design perspective is also that they are easily identifiable - Something the game is already having issues with to an extent. IE how many times have you had to click on a unit stack to identify what they are vs immediately knowing at a glance?
This form of aesthetics being tied to "culture" is more than fine. The only sensible way I see race being a larger factor in aesthetics is basically forcing race == culture - Which is basically choosing to have less customization.
