as far as i know only the dev can decide. factorio for example never had a discount

100 % sure, as a developer you actively have to make a decision to participate in sales or give discounts

I think I read in the comments section on his youtube once, someone claimed he was still alive and working on a new game, but for w.e reason has to be quiet or some ♥♥♥♥.

Obviously anyone thats not the dev claiming... x things. Should be taken with a grain of salt though.

But I'm still hopeful :)
