Who is this person?

I'm supposed to speak to this blue haired person with a top hat(?) at Hotel Krat, but I've been all over the place and there's no such person there. Can anyone help me out, with little to no spoilers?

From the hotel Stargazer, head towards Elysium Blvd, and go left up the stairs before you exit into the hotel courtyard. Once up the stairs, take the immediate right. And go towards the shut double doors. On the right is a panel you opened after you killed the Black Rabbit Brotherhood.

If you somehow didn't do that, warp back to the last Stargazer in Malum, and go into the building. In the back is an elevator. Take that up, and you'll be in the room, and there is a door out into the area with the tree. You can open a secret passage back into the hotel from there.

The gold coin tree. You've finished the Malum district and should have opened the gold coin tree area. You need to speak to the guy in the room next to the gold coin tree.
