You can run dungeons to get the tech books for points. you can farm both normal and ancient tech points that way.
And as you already stated above. Those are the only ways.

There are certain Pals who can drop Tech Manuals, I believe Shadowbeak is one such Pal

do you know if butchering will give them too? i have been breeding a ton of them so i have a ton "leftover" that i could put to use (god forgive me im a horrible person).

Butchering always gives extra items. Anything you can get from capturing or killing a pal can be gotten by butchering them too. Only exception to this is the dog coin you get from Mimogs, they don't drop from a butcher. This means that you can breed Alphas and butcher them to have a chance at their rare blueprint or ring drops, it's how I got my legendary shotgun from Suzaku.

As for getting tech points, one of the best is actually to farm dungeon chests that spawn outside of dungeons. paldb.cc has an interactive map and other useful pages that can help you find them, but the best locations that I'm aware of are all the chests that spawn on the 3 wildlife reserves, and all the chests that spawn in the caves on the new island of Feybreak. All of those have the dungeon loot table for some reason. I also believe that expeditions can give them too?

i better recommend to butcher anubis's. since they give huge soul's.
butchering for book's specifically is not that good of a idea's since it 10% at best. so it better to grind stuff like huge soul's and get book's as a by-product.
plus splatterina a thing now. if you have a 4 star one you can get 2 huge soul if you're luck.
it effectively a giant soul. i'm not sure if you do get a book you may get 2.

Souls are just a nice extra he meant. Farming books with pals isn't that great. Drop rate is low and it's not worth the time
The best way to my knowledge to farm tech points are dungeons, specifically the new ones. They are kind of annoying to find but the end chests have a chance to give two books for six points in total for each chest

you're reading this wrong. what i'm saying is that butchering FOR BOOK is a bad idea.
so the better idea is butchering for resource like huge souls and get book's as a bonus. aka anubis
i guess i just went on a ramble from tiredness about splatterina.
tho i would like to see if you do get the 10% roll for a book there a chance you get 2 book's do to her passive since i do get 2 huge soul sometime.

What I did was just casually farmed chests on the sanctuaries. They drop all kinds of tech tomes. Ended up with 300+ of the 1 pointers, 50 of the 2 pointers, and 150 of the 3 pointers, along with 300+ of the ancient tech point ones.
