2- Steam dictates sales. They have several throughout the year. We only get to participate if they invite us. Sadly, we don't typically know if we will be added to the next sale until 1-2 weeks prior. Check the Steam sale calendar to get an idea of their next sale date, and add DA to your wishlist so you get a Steam notification if it does go on sale.
2. The next expected sale is the Winter Sale apparently (in like 8 days, source being steamDB). You think I can expect the program going on sale then?
