I know I'm really late, but if a store page says Steam is still learning about a game or it is limited, then it won't count towards anything profile related. The achievements also won't count towards any profile stuff. If using this game's store page as an example, you can find this info to the right of the store page, under the "Single-player, Steam Achievements, Partial Controller Support, Steam Cloud" section. I believe the only way for a game to have this restriction taken away is for the game to get more sales/interaction from Steam users (Though I could be completely off about this).
