After some research I learned that publisher or developer (they might be the same) either did some game breaking update or simply removed some necessary files after delisting from Steam. Game is not working for everyone; I had exactly the same problem as you.
I checked the Chinese guide (using google to translate) explaining how to download older version of both game and DLC. I managed to get it work that way but the achievements are gone nevertheless.
If anyone want some help I can explain what to do, just let me know.

For the achievements you can use Steam Achievements Manager, that's what I use for unobtainable achievements (like multiplayer achievements for old games), it is on Github, search how to use it (on Youtube perhaps), but since the game is gone regardless there is no point in achieving them now.

I'll bite. Also, note that if it took you more than two weeks to try the game, Steam won;t refund you even though the developer clawed something back you paid money for; this does NOT sit well with me.

The only thing you can do now is to just play a pirated version of it, that's what I did anyways.
