That area, called Quarantine, can be accessed by interacting with the jump gate (the thing with the orb surrounded by three white plates) that appears in the healing room after defeating Behemoth. You'll need the ability to rip parts of off enemies with your gravity gun first, otherwise the jump gate won't work.
