can you catch up to neons (aka violet, red or yellow) when they're in a level?
it seams like such an obvious no that I have to ask it even though I haven't beaten the game

No, don't worry, almost all they do is signposting. You'll notice the exception.

you can if your really fast i think for atleast a few sections on some of the lvls but most of them you cant and you really arnt ment to be able to

Theoretically you probably could, however since they disappear after you successfully finish a level for the first time, they're just there to show you the way to go. If you were to know the level beforehand and perform crazy speedrun tech it's very possible, but not expected for anyone's regular playthrough.
