You are probably talking about the place where you have to pick up the hotdog in order to enlarge the fish and sail away on the boat.

After you find the can opener, then you can open the can of hotdogs, but you cannot pick it up because you need to know where to apply it. Accordingly, after you have completely repaired the boat, there will be a glowing symbol indicating what items are needed (including the hotdog) in order to prepare the boat for sailing.

Please make sure that you have interacted with all of the items and let us know if you manage to complete the location.
