Does anyone know how the 300 Support/Attack Specials Work?

I've seen so much conflicting information scattered across the internet, and I'm trying to get Plachta's Special Defense to activate while I'm fighting Wise Dragon, and twice now when I thought I had it somebody else's activated instead. Everyone was in defensive stance and I made double-sure both times that Plachta acted last, so I have no idea what triggers it.

at 300% theres a chance for it to activate.
sometimes it takes receiving an attack or attacking yourself. not sure but i think it depends on the special, it happened naturally for me.
