now i am wondering if it has a spawn issue, or if i need to restart from the beginning or something, because i did that quest too and did not find it there either.

You can also try "A Bump in the Path", it's a room you probably missed. I verified this with video footage. The room is to your left.

I guess its a random drop then

It's called: Anubite Heavy Bow. I have started 4 characters they all seen the bow drop in several places.

found it in there. the wiki is out of date. also the loot icon only popped after i went into that little side room, so likely why my first character missed it.
