get CE (cheat engine(i used 7,2)) load up the game and CE step 1,2 and 3 choose the car u want, then look at the price for it (i.e 30000) change "value type" to 4 bytes, if it doesnt work try the value "all" instead... step 4 type in the price for the car ... 

Game mod to fix broken inaccessible achievements, either because they are not implemented, have a buggy implementation or because the servers are broken. 

Play only stock cars,upgrading cars especially to level 5 is absolutely useless.Thank me later.
