Anyway, normally you'd have list of all your tracks on the left side. To chose some of them, you press "+" sign and move them to the right list. All the selected levels are then on the right side.

You can notice the filter icon on top of the left-side list. You use those filters to make the selection easier (most of the active players have hundreds of levels).

I understand it can be all confusing at first, but once you get more experience with all the game's possibilities, you will understand better why it's all solved like it is.
Sure, it can all be even more clear and probably sorted better - dev is actually making small improvements of that kind with every new version.
