Please add "Max Speed REDUCER" Setting in experimental Physics.
Just for the Rookies ;) It would be nice.

Experimental settings already allow you to reduce every car parameter. If you set multiplier to be less than 1, then the max speed will be reduced. That's why the option is named "multiplier" and not "reducer" (you're supposed to use values lower than 1 instead of negative values - by multiplying max speed with 0.5 you'll make it 2x lower). ;)

Anyway, as it's named, experimental settings are there more for a quick tests and fun. Vehicle Editor gives you a lot more freedom to tweak a car and save it for further use - that's the proper place to create a desired car.
If you don't know where to start, the editor gives you option to base the handling on an existing car and then tweak it.
