Spirits stuck in ground at retail center?

This is very abnormal. Has reloading the save not helped the situation?

If you are at Shibuya, Check the nearby water canal. Should be just to the south of where those spirits are.

no problem, coincidentally, those were my last spirits gathered for 100% so that one really stuck out to me. lol

At the Shibuya Kagerie Retail Complex building, there is another Landmark known as the Yashin Redevelopment area. The canal can be seen from there. Go into it, and find the Spirits at its end.

I found a similar underground group of spirits around the Yashin Shrine area. It's an underground bicycle parking lot located North-North-West of the "And Then There Were None" quest marker (after I completed it.)
