Why Sen No Kiseki 2 and not 1?

As per the title, anyone who cares about the Falcom Universe wouldn't want to play 2 before 1. What am I missing? I am definitely going to buy this, but only after 1. Unless there's no 1? Or 1 is already out? Or 1 is part of this? As I said, what am I missing?

These are the Chinese ports... and they've already listed 1 as well.
