Report a translation problem
Firstly there is two button layouts for the controller. One is used for controlling the character, eg running, jumping, climbing, dodging, shooting and so on. The other is used for the inventory management.
I am going to skip over the first layout, but if you have questions just ask.
The layout for Inventory management is as follows:
A - Use
B - Back
X - Manage
Y - Drop / Transfer
D-pad - Up, down, left, right.
The trick to it is understanding the difference between the use and the manage buttons.
In stead of explaining I will just list some examples.
To set your hot key items from your inventory screen:
Use the D-pad to highlight the item you want to use in your inventory, press X (manage) then scroll all the way down to the hot bar and highlight the slot you want the item in, then press X (manage) again. This also works on empty parts of your inventory, this is how you return a hot bar slot back to being empty.
Using weapon upgrades: (white toolboxes you can find)
Use the D-pad to highlight the upgrade you want to use, press X (manage) then highlight the weapon you want to use it on, then press X (manage) again.
Interacting with Items:
Use the D-pad to highlight the item you want to use in your inventory, press A (use). If you selected a weapon, now your character will draw that weapon when you use LT. If you selected night vision, then night vision will be equipped. the items do not need to be in the hot bar to use.
This also works on objects that you need to unlock, point your cross hair at the object (eg card reader), then open your inventory and highlight the corresponding item to unlock it (eg key card), then press A (use).
If this gets to fiddly there are mods which make it a lot easier.
On a side note there is no aim assist when you use a controller, and part of the puzzle is the limited ammo. So if you have too many misses you may soft lock your self in places.
And you are spot on, there really is no guides or instructions for any of this.
Massive downgrade from the first game where you could hold L-Bumper/L1 to assign items to hotbar using the D-pad, and the hotbar itself would change position to a D-pad shape on the left side of the screen.
