If you find that during step 2 one of your controllers is not working, even though it is properly connected, you will need to close the game, right click it in Steam library and go to Properties > Controller. Change the settings there until you find one that works with both controllers.

I can move the menu item up and down but none of the buttons do anything so I can't actually select anything with the controller.
*Edit* Seems to be working now with an Xbox One controller, but not with my 8bitdo controller which shows up as Xinput.
Idk if it's the controller's problem since I only have those of Xbox Series and Dualsense. But it seems to work for me every time I launch the game and press A (or ╳ for Dualsense).
BTW, make sure you switch on your controller before starting the game. It won't work if it's still off when the game is already on.
1. Make sure to connect controller before launching the game.
2. You should be able to press X/A/whatever the general "confirm" action button on your controller is in the main menu to make the game recognize it.
3. If it doesn't recognize your controller, close the game, right click the title in the library and select Properties > Controller. Try out the other options in the dropdown menu down there (some controllers need Steam input enabled, some need it disabled, etc.)
