The skill quest is not required for completion of the achievement, but can fail it if touching the river.
Are you playing the whole level as intended or have you found a way to possibly cheese some parts? The way the achievement works is that each river section (excluding the skill quest) has invisible sections that you need to pass through to ”collect” them. After the final river section (puzzle where you need to get up the ledge) the achievement should trigger as the last section to collect is located there. Touching any river will nullify each collected section, thus effectively forcing you to start over.
Each ”collectable” should be placed and sized so that if you play through the level normally you shouldn’t miss any. Staying as high above the water as you said sounds like there’s no possibility of you hitting the water. If you wish you could give it another go and if it doesn’t trigger when you think it should’ve, send your savefiles to support@frozenbyte.com and reference this thread and I’ll have a look when I receive them.

If you have that skill and the up to 6 planks unlocked, this should be a piece of cake.
I gave it another try and this time I avoided the water completely by using the anti-gravity skill for Amadeus' conjugated items to avoid even putting planks and boxes into river completely and this time it worked as soon as I reached the last river section. Was this intentional? Because I initially thought the achievement meant the character should not touch water, but it seems to me it actually meant not even conjugated items can be put into water since this is what finally worked for me. Thanks for making a great game BTW
The achievement should only fail if the player touches the water, whether conjured objects do doesn’t matter as the tracking is only for players. Only thing I can think of that during some swing with Zoya or something similar it’s possible to touch the water without possibly realising it. Glad you managed it tho!

Wait, so would it be possible that Zoya's teleport perhaps breaks this since you aren't moving through the "invisible zone" but teleporting from one side of it to the other? I have done a few runs where I didn't fall in the river at all, the closest I can say is that I might have stepped in some of the water from one of the water physic puzzles (not the river, but from a spout, and from the end where the horses are near the fire). I'll try it again without Zoya's teleport and report back if I have more success. Glad to know I don't need to do Pontius' side quest though!
Edit: I did attempt it once more without using Zoya's teleport and got it on the first try, so who knows if that made the difference or not, but something to consider avoiding if anyone else is having trouble getting it to trigger
That might indeed cause the achievement to not trigger. The achievement was implemented like this to try and avoid cheesing where one might actually skip crossing the river sections by just going near them using checkpoints to traverse. But yeah I do think teleport rope should be usable, but probably safest to avoid using ir.

I tried this achievement many this after finishing the story. So naturally i skipped Pontius solo part and only used Amadeus's planks to cross the rivers. Couldn't get this after 10 - 15 tries.
So i started the game from the beginning which forced me to do the puzzles with only basic skills and to do the Pontius solo part. Got it with one try. Though I did make sure to "step" on essencially every single platform on the level.
Just wait for more experience, then go back to this level and get the achievement
