Are you trying to play solo or co-op? Which controller are you using?
The game should recognize your controller without problems by pressing the Start/Options button on it (though you may need to press it 2 or 3 times--that's how it usually happens for me with PS4 dualshock controller).

If the game is not recognizing your controller inputs at all, close the game, right click it in your library and select Properties > Controller. Try the different input options there. Certain controllers only work with certain options.

All controller are OK, but player 1 is keyboard only....

When you launch the game to the main menu, try pressing a button on a controller. It should prompt you whether you want to add a player or swap to using that controller. Once you've swapped to the controller on the first player (do note that it only works while you only have one player in the game, but this should mostly be the case when in main menu) enter the game/lobby with the controller and you should be good to go.

Try pressing button(s) other than Start (assuming Xbox controller) on your controller. Does the popup appear prompting for a switch? I think I've heard of cases where having Steam Input enabled would sometimes trigger some inputs twice, in which case pressing Start would prompt the switch/add and then proceed to add another player. If Steam Input is enabled, try disabling it.
